Carter holds a Bachelor of Arts in Public Policy and Economics from UNC Chapel Hill. He is currently pursuing a Master of Public Administration at UNC Chapel Hill's School of Government. Carter is originally from Hamlet, NC and enjoys playing soccer and running in his spare time.
